Notice of Meeting Cancellation

There are no time sensitive matters requiring your Board’s approval this month, so with Chairman Gutierrez’ concurrence we have cancelled our February Board meeting.

Our next Board meeting will be our regularly scheduled meeting on Monday, March 26. We are planning on having that meeting at El Monte City Hall and tour the adjacent Ramona Blvd. grade separation construction site as part of that meeting. Staff will provide a reminder and directions as the date approaches.

Also, I want to draw your attention to the item on the February 15 SGVCOG agenda recommending changes to the SGVCOG Joint Powers Agreement and Bylaws necessary for the County of Los Angeles’ membership on the COG. The changes do not affect the responsibilities, the current or historic membership of the ACE Construction Authority. One of the Bylaw changes would delete the provision for the removal of the ACE Board members for certain behavior (Article IX (D)(4)) since it has not been contemplated in the past and seems unlikely in the future. Staff sees no reason to object to the proposed changes.

The ACE Construction Authority is currently constituted of seven (7) member jurisdictions: the City of El Monte, the City of Industry, the City of Montebello, the City of San Gabriel, the City of Pomona, the County of Los Angeles, and the San Gabriel Valley Council of Governments. A San Bernardino County Council of Governments representative is an ex officio Board member. Each member or alternate has one vote. A quorum of the ACE Construction Authority is no less than four (4) of its total voting membership. Actions taken by the ACE Construction Authority shall be by simple majority of the members present with a quorum in attendance except for personnel actions, the annual budget, matters dealing with the Administrative Code or matters requiring subsequent approval by the SGVCOG, all of which shall require five (5) votes.
