Project Description

The project will build an underpass under the Union Pacific Railroad tracks where they cross Baldwin Avenue in the City of El Monte. Trains will use a new bridge over the street. The project will provide landscaping south of the tracks, retaining walls north of the tracks, a center median, and new sidewalks for pedestrians. Bessie Avenue will no longer cross Baldwin Avenue. Instead, it will end in cul-de-sacs on both sides of Baldwin.

Project Impacts

The Baldwin Avenue grade separation design was completed in December 2004. The cost is estimated at $67 million. Project funding has been secured and owners of properties needed for right-of-way are being notified.

Project Status

Construction will take 18 to 24 months. Baldwin Avenue will be closed between Rose and Gidley streets during the construction period. Temple City Boulevard and Arden Drive via Lower Azusa Road and Valley Boulevard will be used as detour routes. Local access for businesses and residences will be provided and will be more convenient due to the elimination of through traffic during construction.
