The ACE Construction is seeking qualified candidates for a Contracts Manager position:

MANAGER OF CONTRACTS Posted: March 30th, 2010
SALARY RANGE: $99,128 – 141,674 + CalPERS 2% at 55 and competitive benefits

POSITION DESCRIPTION: Reports to the Chief Executive Officer; develops and implements procurement, purchasing and contract management policies and procedures; directs the activities necessary to perform the Authority’s procurement and contract administration function in accordance with applicable federal, state and local codes and regulations. Interacts with Caltrans and MTA to maintain compliance and obtain approvals.

Primary duties include:

Responsible for the development of Request for Proposal and Invitation for Bid packages and overseeing the selection or bidding process to ensure it meets Authority policies and applicable codes and regulations;

Participates in contractor selection, establishes evaluation criteria, analyzes proposals or bids to determine responsiveness, and recommends awards;

Works closely with ACE Project Managers to support project progress and insure compliance with ACE funding agency policies;

Plans, directs and communicates work requirements and schedules to support staff;

Direct interaction with Caltrans & MTA staff regarding approvals, audits, and authorizations of contracts;

Develops and maintains ACE Procurement Procedures Manual;

Manages direct purchasing activities, ensures responsive purchasing bids are solicited, compares price quotes, recommends vendor awards, issues purchase orders and monitors vendor performance;

Coordinates the preparation of contracts and contract amendments and ensures compliance with applicable rules and regulations;

Monitors contract progress and compliance, reviews and approves change orders, invoices and payments, and works with contractors to resolve problems; and,

QUALIFICATIONS: Bachelor’s degree in business administration, accounting, public administration or a related field; a Master’s degree in a related field is desirable but not required; a minimum of 8 years progressively responsible experience in procurement and/or contract administration and/or transportation project funding administration (including supervisory experience); familiarity with engineering and/or construction projects highly desirable. Demonstrated skills and experience in public agency contract administration, staff supervision, and mediating and/or negotiating is important.
