  The Alameda Corridor-East Construction Authority is seeking to fill the position:  
 


CONTRACTS & PROCUREMENT ADMINISTRATOR Posted: March 27, 2008
Salary Range: $58,685 - $89,929.

Position Description: Reports to the Contracts Manager. 

Primary duties include:

            Assists Contracts Manager with procurement planning processes. 
            ▪ Develops procurement schedules for small projects, and assists with monitoring procurement
              schedules for large complex projects.
            ▪ Assists with the preparation of Invitation for Bid (IFB) and Request for Proposal (RFP)
              documents, including drafting modifications to terms and conditions for procurements.
            ▪ Assists with pre-bid or pre-proposal meetings.
            ▪ Schedules advertising and announcement of IFBs and RFPs.
            ▪ Coordinates preparation of responses to bidder/proposer questions and addenda.
            ▪ Assists with bid and proposal evaluation process.
            ▪ Assists Contracts Manager with responses to bid protests.
            ▪ Assists Contracts Manager with debriefings of unsuccessful proposers.
            Coordinates with audit function to ensure that pre-award audits of contracts and amendments
               are conducted.
            Supports negotiations of amendments for professional services contracts by assisting Project
               Manager with the development of Agency negotiations position, review of cost proposals,
               participation in negotiations, and preparation of documentation/amendments.
            Assists Contracts Manager with development of strategies to resolve problems with design
              consultants and other professional services firms.
            Assists Contracts Manager with outreach to new vendors regarding the requirements of the
              procurement process.
            Prepares reports and correspondence, including Board agenda items.
            Administers relatively small professional services contracts and monitors contract compliance
              and conformance to applicable laws.
            Coordinates with Agency Risk Manager to ensure that consultants/contractors are in
              compliance with contract requirements.
            ▪ Assists with coordination of contract closeout activities such as final audit, final payment, and
              reporting to funding agencies.

Qualifications: Bachelor's Degree - Business, Public Administration or other related field preferred. Minimum of three (3) years of progressively more responsible experience in procurement and contract administration, preferably with a public agency. Must be able to demonstrate knowledge of public contracting principles, including proposal preparation and contract negotiation. Must be familiar with California and Federal laws applicable to public agencies and familiar with the Federal Acquisition Regulations. Experience with engineering and/or construction contracts desirable. Proficiency with Microsoft Word and Excel. Must have excellent writing skills. Must possess the ability to communicate effectively.
